Throughout my career, including 29 years in the South Orange County Community College District as faculty and administrator and nearly 18 years as President of Irvine Valley College, 8 years lecturing at the University of California - Irvine, and 2 years serving as President of California Southern University, I have dedicated myself to providing the finest educational programs, support services, technological resources, and learning environments as possible. It is now an opportune occasion for me to make a more expansive impact on our California educational system by leading a unifying vision, advancing educational excellence and integrity, achieving strategic initiatives, and supporting our Nations Community Colleges, 4-year institutions, and Universities through Roquemore Higher education Consulting, LLC.


The role of President calls for a skilled administrator who understands the complexities of a higher educational institution– one who holds success in strategic planning and accreditation, who distributes resources fairly, controls expenditures and has success shepherding long-term financial stability of higher education. As President of Irvine Valley College, I marshaled expanded collaborations with the Orange County educational community and enhanced partnerships with business and industry partners. I hold tremendous success delivering assertive, collaborative leadership to support accreditation issues, fiscal management, and long-range organizational planning, as well as serving as a technology leader who understands the needs and potential of technology in education. My qualifications, attributes, background, and experience express a history of success.


In my community college career, I forged shared governance, unity and widespread engagement by strengthening relationships with all stakeholders to make decisions, meet students’ educational and workforce needs and expand partnerships with business, industry, and educational communities. I believe educational opportunities and services are best delivered by empowering others, fostering growth, listening intently, and appreciating the voice of diversity. Over my thirty-year career in education, I led educational enterprises dedicated to shared governance and student success in all student life areas with commitment to community colleges’ unique value and the shared mission of State universities and private institutions alike. I foster an interdisciplinary approach to education through articulation of long-term goals and vision and by providing direction and incentives for creative achievement and service. My work in these areas includes:


-Held a seat on the Orange County Business Council (OCBC), Board of Directors for 6 years, and on the Greater IrvineChamber of Commerce (GICC), Board of Governors for 2 terms; Chaired the OCBC Community College Working Group, Co-Chaired the GICC Economic and Workforce Development Committee.

-Led efforts to engage Irvine Valley College in the American Association of Community Colleges Guided Pathways Project, as well as to engage Irvine Valley College in “Reclaiming the American Dream,” “Call to Action,” and the “Voluntary Framework for Accountability.”

-In January 2015, I co-sponsored the 22nd Annual Workforce Development Institute that delivered increased and strengthened relationships with industry partners.

-As Interim Provost of the Advanced Technology and Education Park, I helped drive and launch the innovative project and partnership between District, other colleges and universities and businesses and industry. The establishment ofpublic-private partnerships with long-range sustainable funding sources is a key goal to avoid competition with existing services and provide a stronger workforce for the 21st Century.

-Served 6 years on the American Association of Community Colleges, Presidents Academy Executive Committee, recently becoming president elect.

-Served 3 years on the Community College League of California, Advisory Committee on Education Services.

-Served 4 years on the Association of California Community Colleges, Board of Directors.


During my time as President, I enhanced IVC’s standing, fiscal stability, shared governance, diversity initiatives, and engagement with the wider community. It has been my objective to demonstrate transparency, trustworthiness, open communication, and tactful resolution of disagreements in assessing, planning, organizing, and evaluating resources, programs, and services to meet student and community diverse educational needs. I have created institutional strength and a climate of trust among students, faculty, staff, boards, alumni, and community members. I promote teaching, learning, and student success by supporting innovation and faculty development, understanding and valuing diversity within the student populations at each college, and provide leadership for district-wide strategic planning, technology information systems, and facilities master planning. My work in these areas includes:

 

-As the second longest serving President at a single institution in California, I understand the benefits and hazards of responsible fiscal operation of a college district while resisting pressure to spend for “ongoing purposes" when budget would not support it. A strong alliance with the Board of Trustees has helped me maintain District fiscal solvency and growth, while avoiding treacherous financial conditions.

-Delivered design and oversight for construction projects-- IVC's Performing Arts Center, Business and Technology Innovation Center, Chemistry Annex, Life Sciences Building, ATEP Building, Corporate Yard and Police Station, Health Center and Athletics Annex Building, and Barranca Road Access.

-I forecast and prioritized repair and modernization budgets, implemented reclaimed water installation of the first solar array, and instituted plans to convert IVC grounds to an outdoor sustainable, native plant learning laboratory.

-Expanded faculty support for development of new methodologies in Basic Skills and approved Student Success Center expansion, as well as supported the expansion of online education, an important initiative.

-Initiated workshops on understanding the First Amendment for all students, focusing on student populations unfamiliar with the right to free speech.

-Led the College in receiving the Asian American, Native American and Pacific Islander designation for the US Department of Education.

-Participated in two Educational and Facilities Master Planning Processes, each one included planning for a new CTE campus in Tustin, collaborated with the Chancellor and maintained a key leadership role in the initial district- wide strategic plan.

-Served as Irvine Valley College Advanced Technology Dean and remain heavily involved with technology planning at Irvine Valley College and within the District.

-Over the years, I have recruited and hired faculty, staff, and administrators who reflect the diversity of our student body and have supported innovative, dual enrollment programs for high school students (delivered a 50% increase in distance learning course offerings as Dean of Advanced Technology).

-Established an MOU with the UC Irvine Henry Samueli School of Engineering that provides opportunities for potential UCI engineering students to take their first 2-years of engineering courses at IVC.


My career has been dedicated to cultivating collaboration, inspiration, and empowerment among faculty, staff and students through entrepreneurial vision, forward-thinking communications, and participatory governance. It has been my commitment to deliver sound financial conduct, budget stability, and resource allocation to ensure student recruitment, retention and transfer success; top-quality academic offerings, and diversity and equity initiatives. I have led college transfer, career technical education, economic development and the District through the accreditation process. I am driven by continuous quality improvement, including professional development for all employees, and data-driven informed decision making. My work in these areas includes:

-As an approachable, highly visible leader, I honor an “open door” philosophy that encourages dialogue and team building and strive to inspire teams by reinforcing excellent work and innovation.

-Throughout my career, I have served on 20 accreditation visits and chaired 8 visiting teams.

-I am proud of establishing a transparent, inclusive, and collegial governance framework and point to the governance model at Irvine Valley College as both appreciated and effective.

-I have become known for active listening, honest communication and strategic collaborations and find myself in a role offering formal and informal advice and counsel to college constituents at their request.

-I am proud to have lead Irvine Valley College as #1 in Orange County and #2 in California for its transfer rate and leading efforts to expand relevant and “in demand” career technical education in order to provide Orange County a workforce for 21st century jobs.

-I am a strong proponent for Professional development and training for all employees.


I employ effective governance model, provide expertise to steward and unite boards and constituencies to support quality academic programs while honoring and executing Board direction and policy. A politically astute and articulate communicator, I balance multiple demands and competing interests and enjoy working with local, state and national influencers, associations and committees to advance the educational mission of the District and IVC. My work in these areas includes:

-I have established quality working relationships (and friendships) with the UCI Chancellor, CSU Fullerton and Chapman University Presidents, and Superintendents of Irvine, Tustin, and Laguna Unified School Districts.

- Over the years, I have built a track record for raising funds, managing budgets and demonstrating good fiscal management and currently, am leading the re-imagination of a new college foundation which is already increasing donations at an exponential rate.

- I have fostered existing relationships and creating new relationships with K-12 systems, colleges, and universities.

-Nearly 29 years in the SOCCCD and several years of service on the Association of Community College Administrators Commission on Fiscal and Legislative Advocacy as well as many local, state and national associations, have provided me the skills and political acumen to continue to be successful in public service.


I hold great regard for contribution and engagement of shared governance practices and empowerment models and work well with the Board of Trustees to manage competing interests. I have proactively prioritized initiatives and driven change in a heavily nuanced, complex organization of varied constituencies exhibiting wisdom, keen judgment, and humor. While difficult at times, I have found a way to balance uniqueness and autonomy with shared accountability and advantage of a multi-college district. I am committed to integrity and hold high ethical standards. My work in these areas includes:

-It is with certainty, that my ethics and personal integrity are two of the top reasons that I have remained and thrived as college President for nearly 18 years.

-I enjoy holding the trust of the Board of Trustees. My District experience has proven that my recommendations and advice are sound and within the Board’s expectations.

-Known to enjoy constructive debate supported by data, I welcome and appreciate constructive criticism through which to continue to grow personally and tender collaborative leadership. I believe I am a superb communicator with exceptional listening skills.


I am a connected, collaborative and entrepreneurial spokesperson who engages city and state leaders, local business, industry, K-12, national audiences, and other higher education stakeholders through direct outreach to advocate for alternative funding. I have built strategic 21st century entrepreneurial community college partnerships in innovative response to needs of the workforce and regional labor markets and support workforce investment and economic development by sharing compelling public messages that motivate internal/external stakeholders to support the State community college system as the most cost-effective system of education. I hold deep appreciation for higher education.
